ALL the major Aust s/h took up their entitlements. NHC, ANZ, AK and NM all took up their entitlements (AK 96%).

SO it seems both SAAD and BUMI did not take up their entitlements at all.
They were entitled to about 19m Rights - so that accounts for the bulk of the approx 22m rights available under the Shortfall facility.

Whilst I am happy to be corrected, I think those who applied for Rights under the Shortfall Facility will get about 54% of what they applied for, subject to a max limit of 2.7X your original entitlement.

SO thank you SAAD and Bumi !

(pls provide your views as I am not sure my interpretation is correct or not)
