3. It appears WKT can borrow the funds for the DSR (I assume this will have additional costs)

4.WKT can provide a letter of credit, considering WKT's cash balance I cannot see this being achieved.

no where does the information you were provided refer to cash sweeps or that these funds are for this purpose.
