Yes this is a very good point - it will put the brakes on NTA and is a disadvantage particularly for those not holding prior to the announcement.
All those holding prior given the same opportunity which i think is a positive one if used wisely.
We all know the offer wasn't out of the goodness of the fundies heart haha.
