He can’t differentiate between diagnosing the chronic condition of asthma, and identifying an asthma attack. Doesn’t understand that once an asthmatic is diagnosed with the chronic condition, then the focus shifts onto how to monitor and reduce symptoms, triggers, medication adherence and the like.
We have tried to make the point (many different ways) that if the condition is managed effectively then an attack can be prevented - reducing hospital visits and deaths.
