India is in election mode and from March 16 through to June 1, the electoral commission has called for the Model Code of Conduct to be observed by all political parties and by government. This is similar to our pre-election "caretaker period' in Australia. It is not clear to me whether it 'should' affect existing policy implementation decisions by arms of government (like RBI), but it is obvious that it 'could' be a proffered reason by RBI for decision deferral. New policy announcements and existing policy implementation are readily conflated in times like this.
