SPUT is a physical uranium vehicle - it issues units and buys pounds when trading at > 1% to its Net Asset Value (NAV). Details here.
So VAL can't be added there, but it could potentially be added to uranium ETFs (URA, URNM, HURA).
Rick Rule says in this video that he wants lower prices in uranium stocks in the immediate term so he can continue to load up.
It would be great for him to buy some VAL, but not necessary for big moves from here.
