The Mine Management Plan (MMP) isn't as complex once the NOI and corresponding Assessments is complete as these will contain 80-90% of the information to be presented in the MMP.

The key step for Korab is the determination of if the mine will have significant environmental impacts which will firstly determine if a Impact statement is required or not and the if it is a Public Environmental Report or a Environmental Impact Statement. See flow chart below.

If the NOI sufficiently covers and mitigates environmental impacts a assessment may not be required which will expedite the process, this is why it is important to ensure the NOI is as detailed as possible as the back and forth of information gathering during the assessment is time consuming.

As can be seen from the guidelines for the NOI and the MMP, the NOI covers the Site Conditions, Statutory Requirements, Provides the basis for the Environmental Management Plan and Water Management Plan. The NOI covers the operational activities from a High Level but the MMP develops these in further detail, along with incident reporting.

I'm not saying the MMP isn't complex but once the NOI is completed it is the majority of the way there.
