It really depends most of the cost is in generating the NOI and associated information. Submission with EPA is insignificant, then further cost depends on how smoothly the process goes. If the EPA decides there is no significant environmental impact there is no additional cost, if is determined there is significant environmental impact then there is cost associated with the assessment process which depends on the level of assessment.
