It's not Biden/Trump, it is the business has been flailing. Hitachi have done a quasi cap raise for them but there is no major revenue per se and no real growth. The CEO can't help himself, talking about nasa again and all the other hype of land, expand, scale but has ended up growing revenue a measly 2.5%. P.37 on the CEO/CFO STI's shows the sad state of affairs of the actual numbers.
