That's a distortion in my opinion.
Yes, GGG knew in (if I remember correctly) 2013 that with a change of government they might not be able to exploit uranium.
However, they had no reason to think that they could be stopped from exploiting their rare earths by a ban unrelated to the exploitation of uranium.
