    It's probably my cynicism but my interpretation of the statement was the opposite of the literal meaning. It appears very tongue in cheek

    considerable efforts to create competitive tension - the overnight process used by Warrego to enter into the Scheme implementation deed with Beach

    in the near term - the suggestion that their actions are short sighted.

    Mr Wlliams was not endorsing the actions of the board.
