Perhaps we do not want the flows reported to market right now, per below. Low temperatures are making heavy Canadian oils so viscous they are difficult to extract and transport.
Canadian heavy sour to WTI spread also widening due to more expensive rail shipping to US refineries, as pipelines at capacity.
