If all that happened was a -NEA / +LVT switch going on, absent if any other news - then sure, a slow accumulation with lower market impact would have been viable...
But given given the rapid release of positive news/releases that occurred at or around the same time (4C, US govt approval, Canva) then anyone looking to acquire a material stake in LVT will have been competing for fills with a number of other buyers. So the only way to guarantee fills is to lift offers.
Not saying this is what happened, but I’m helping paint the picture of what is likely given your suggested switch scenario.
