renovator your exactly right, ive personally seen how government organisations operate and it is absolutely disgraceful, they would not understand the concept of strategic planning , in fact most of them that are making huge decisions that effect taxpayers, rate payers, investors and many other stakeholders, would not even know how to effectively manage their own personal finances and make productive and strategic decisions in their own lives.
