@Tymmsy - this sounds promising. In the past the EU has provided a lot of loans and general financing to new member countries, particularly to the former Communist countries and these have built all kinds of projects with it, including some historically important ones, I have been to a complete re-build of one of the Eszterhazy castles in Hungary, all done on EU money - - there is probably a clause for repayment, which in that case will be easily managed on entry fees, functions etc. (It is a fabulous place) -
so - 'access to financing' - is the important phrase in this. It is very surprising seeing that many of the member countries are already impacted by the Ukraine-Russia war and the stream of migrants which - again - has to be provided for, free of charge, from existing welfare and social services structures of each individual country - so the cupboard is getting more and more bare.
