My Comments:

No timing of any COP alleged "withdrawal of notice" is mentioned in those links.
No Ann by FAR of intent to PE was ever issued at any stage.
No Ann by FAR of COP withdrawal of PE notice was ever issued by FAR
FAR dispute revolved around "additional information" not included in the notice and they reserved their rights rather than exercised their rights.
The FAR dispute was not resolved inside the 30 days from issue of PE notice when the original PE notice would expire.
