No I don't think he want's it to be taken over I think he wants to build it into something that commands a premium that would be suitable for a potential takeover target. As opposed to something with potential but perennially ignored.
If someone then comes along and offers a suitable offer as a merger it's for shareholders to decide always is. Nor would they be running for takeover if he has proved a meteoric but stable rise from successive decisions.
