I presume the other finance is contingent on due diligence from IDC so that should be the last major hurdle to project going operational. In a way it's de-risked lending to the project the loan terms will be competitive meaning your getting a loan at the best possible terms for a project and of course the government stepping in to push along a commercial project always is a big tick of approval as well.
