We faced similar ceilings, with the rate limits and invoices per day.
What I guess from it is they automatically provision a set db size, dedicated to your instance, and the next tier up costs say, double per hour, but the complexity of some financial reporting queries goes up 4x.
But if thats the case, makes no sense as to why they dont just charge large customers 10x at certain scale points - compared to migrating it is a reasonable cost.
