Yes standard blackout periods don't run back to back, but in this spec tech space they are dealing with a number of opportunities at any one time meaning they technically can't trade or risk inside information. A director is only allowed to buy or sell when the market is fully informed. Think about that definition as that is what holds them back as they indicated they would if they could.
In a startup resource company for example they know they have set periods of time say months between any results such as drilling campaigns, so the Directors are able if they choose to trade weeks before results come in. In this tech space and the pace Xped are working at means they are always on the wrong side or borderline of being able to trade and they don't want to risk it for being investigated.
