The key point about the Intel announcement was that it raised an EXPECTATION of revenue. That is the important point. No company ever 'promises' revenue. It forecasts revenue based on assumptions and/or agreements. The expectation was there and everyone had it. If in doubt, just check all the comments on the XPE threads following the Intel-related announcements.

You're the one talking crap!! Suggest you re-read the 22 Dec 16 announcement, particularly the bit "following a Memorandum of Understanding (“MOU”) entered with Intel in April, Xped is bringing ADRC technology to the Intel Smart Home Platforms" and then check the MOU's established in April! And then check how silly you feel!
