The CEO role is currently being shared. Everyone is too busy at the moment locking in deals to grow the company. JS is best suited to Asia where he did his best work for Qualcomm and has the majority of his connections and would have a reputation in those circles. He seemed to love the fact that he was going "home" to Asia. If the CEO role is currently being shared, imagine the distraction it would be for JS to have to do that by himself while trying to cement more business in Asia.
