I don't think that IS what it means. However given the recent share price run, wouldn't be the worst of ideas. Remember though the last time the share price went on a run, from the low thirties up to the mid 50's they raised at 48c after which the stock got stuck in a trading range of 40-45c for a few months.
No real need for them to raise at the moment (plenty of cash, no debt), unless there has been a deal made with the US DoD which they can't release to the market for security reasons re XTClave IMO
