It seems the Ukrainian demand for armour plates for their soldiers is probably the catalyst though I can't be sure. Anecdotally i've seen many news reports on them having to resort to homemade armour products. Finally they are getting traction. Nothing like a war to break through bureaucratic defence department redtape!
Well done to XTE for doing the work to make these orders happen. I'm happy to acknowledge good work along with the bad!
