Isn't an ATM facility like this less dilutive than a "normal" discounted placement ? I like the fact that it is totally at the company's discretion = it doesn't even have to be utilised, as traditional placements are not out-of-the-picture going forward if the company so chooses... It's just another potential source of funds if needed/wanted ..
