Yes there are some holes in the entire process but that is to be expected is these unprecedented times, the rules are being rewritten as we speak.

Regardless of the above I think the guidelines are pretty clear, broach the 10% and expect a seat on the board is not going to happen. I suspect this is the unofficial, but ultimately official stance at this stage in time.
