To answer your questions, from where I sit and from what I can see as a possible entry point for revenue would be the following.
Senders pay transport companies for space
Transport industry paying transport industry to utilize excess space
The reason for the second is that a vast majority of transport providers will have underutilized space on transport especially priority long haul, if smaller companies can use this space it will increase revenue for larger organizations with the space and open a better availability of transport at a reduced rate to smaller companies
A price example would be a kings transport able to move goods interstate as this isn't a core business objective they rarely do interstate for smaller items if they could take advantage of a Toll excess space then it would allow them to offer a value added service to clients who infrequently send goods interstate and have an account with kings for state wide but don't have the ability or volume for Toll interstate accounts (SME market space)
That is my two cents however I support any objections or comments on the matter
