I think strategically the USA is likely to get behind an oil industry for Cuba as well. They've got behind Venezuela which is a known contributor to international terrorism, with the Castro's gone i think the Cubans generally are just interested in domestic issues such as food insecurity rising fuel prices so pumping oil sounds good to them from a political perspective.
