I don’t think there is any manipulation, however if there was, remember the company has a responsibility to the shareholders, not option holders. Option holders have no rights or claims on anything in the company. Sure option holders hold stock too but if it were best for the company and shareholders to discourage conversion of options then that would be the correct call by management (again, not that I accuse them of doing that).
