Not sure how much funds Cuba will be in a position to lend, they are broke, have just had a major disaster that will cost millions to rebuild and while they need oil for energy needs they really need processed hydrocarbons that they can put straight into their turbines to generate electricity. I'd be interested to know how much damage has occurred to their overall ability to process the hydrocarbons and whether they will be seeking financial assistance.
