    Cuba has lost all electricity as of Tuesday. We got an Ann on Monday, and surely there would have been warnings before then. If he hasn't Ann'd the bad weather affecting Cuba as of yet, he wont be and there's no need for him to. Look at the global news and understand whats going on.
