Washington isn't in a US state - it's part of the district of Columbia.
I suspect it means that people in Maryland or Virginia - the states which intersect Washington - can purchase MC legally there if they have cards and take it home. I'm guessing but it sounds like there maybe some special rules for Washington DC.
