SIR pay for the energy used but don't pay for the capital cost to build the plant.
They will presumably pay for the costs associated with building the plant eventually through a loading on the energy costs but this is a good way of deferring such costs and avoiding having to cough up a lump sum when at a time when they don't have income coming in.
I think this is seemingly a good deal and good to see a large portion of the plant being solar.
