At that time, themunicipality did not invoke Section 11 (10), so the building permitcould not be refused.

This has since changed in mostcommunities, as the many risks are now known to all. In Ortenau,Vulcan has not even been able to carry out the 3D measurements, norin Steinweiler in the Palatinate:

"Geologicalinvestigations in Ortenau have been suspended by Vulcan Energy forthe time being, due to a lack of willingness to cooperate on the partof the municipalities, says entrepreneurKreuter."
