The GUPTA plant is installing an EAF (as well as upgrading the blast furnace). Current conversion rates for Hematite ores are not high enough to use in EAF, so if it is GUPTA that would have to be assuming that they can get the conversion rates up to the 95% level for use in EAF or accept that they will be using it in the blast furnace.
