I believe in an agreement at the highest level in the Democratic Republic of Congo because the damage would be immense. The Democratic Republic of Congo needs further investments that would be lost in the event of a negative outcome (expropriation). There will be no investments in the Democratic Republic of Congo in the coming years.What concerns me is that there is no precedent for this situation.
There are three options:
1. AVZ is granted the mining license. (The Democratic Republic of Congo could assign a different mining region to Zijing and Comminiere.)
2. They let Zijing do his thing and AVZ skims off the DRC's profits via ICSID for years to come. The Democratic Republic of Congo loses.
3. AVZ carries out a TO and sells the project completely on the market and exits.

My opinion!

You are entitled to your opinion but I think there are a lot more than three options and the others are significantly less palatable for shareholders than the three you have highlighted !
