No one was expecting higher transaction value upon introduction of tap and zip, the whole objective of tap and zip is to identify merchants where customers love to spend so that the merchants can be on boarded and revenue increased faster than in the traditional approach.
Zip as a last resort can introduce charges to non merchants who do not co-operate to discourage spending by customers at those merchants. Charges have already been tested in the US
