I suspect it's probably because Z1P are far further advanced down the same lines. APT are not.
Z1P probably didn't want to give up the tools they are had already developed OR they may be working on something with somebody else.
To assume that Z1P rejected Westpac and it was an oversight or missed opportunity would be an incredibly pessimistic view in my opinion. Z1P aren't stupid.
