• it is not bullish as it is materially disruptive to BCC's largest area of revenue generation (JV),
• it is not bullish because the announcement clearly detailed that the relationship with our JV partner is strained and unproductive (thus completely eliminating any future growth/expansion work, and also eliminating transition into cashflow positive JV situation),
• it is also not bullish because now there will be an undisclosed amount of expediture that will be required for the arbitration process,
• it is not bullish because BOD's energy and focus will be diverted away from the growth and operational requirements to the arbitration/dispute space.
• it is not bullish as it places a big question mark above the future of Zoleo and shelf life of the devices in the market

I can come up with another hundred reasons why this is not a bullish announcement, if you would like, and as you can clearly observe the Mr Market also didn't think it was bullish judging by the volume and SP movement.
