My take:
This news has been expected for a while now and anyone that wanted to buy in anticipation of a Europe launch would already have bought in.
The sellers are the "sell the news" types as dbd25 has mentioned
Overall it is a step in the right direction, but unfortunately those who wanted to buy already have loaded up. The missing piece are new investors - BCC needs to capture the wider markets attention to enable new investors to research and buy into the BCC story as the current investor base is largely saturated
