I think this is a preliminary from the gov to say if AGS is happy for Heathgate to mine B4M. Next step will be the cancellation of the outstanding court cases.
If AGS are not happy they will not accept the terms set so far. And negotiations would continue and they would have to submit another application.
This is all good. Expect more to come shortly imo.
