once the wider mkt reads this announcement and absorbs the importance of it, this will ensure a finish by week's end in the 21/22c range IMHO.
And we all know, once the permits are signed off (offshore, onshore, etc....), the sp level will be MUCH higher than 19.5c (oh dir)
