Agreed. The PER process is open to any miscreants lodging vexatious claims. The ann is a little ambiguous and short on detail.
Seems to have found support at low 70's.
The cynic in me says the sell down over the last few weeks post EPA approval ann indicates a priveleged few were in the know.
