I'm having trouble ascertaining if the appeal is by Atlas...

I'm having trouble ascertaining if the appeal is by Atlas appealing one or more of the EPA's conditions or if the appeal is by one of the PER respondents appealing the lack of conditions on the approval.

The release is fairly ambiguous in this regard, but after re reading several times to me it appears that the appeal is by the latter, that is by one of the PER respondents appealing the lack of conditions of the approval.

Even Jugger's post of Ken's email doesn't clarify this.

I think AGO should issue a clarification in this regard.
