The appeal was from the Conservation Council WA. They appeal nearly all mining projects in WA, its their job!
For a $10 fee they can delay this project by 8 weeks - which was recommended for approval by the EPA and would have been signed off by the Minister.

Its a disgrace that part of the Conservation Council is funded by the Dept of Industry & Resources and all they do is stall projects, and despite a 6 week public review period they wait until the final hurdle.
