What has the reconnection of supply got to do with it?
I would have thought that is a council/electricity supplier problem up to the connection point for them to bare. The householder shouldn't have to pay that I would have thought.
Structural assistane grant is vague and sounds like govt related as opposed to household related, while the contents is a bit of a discount from a survival assistance package.
