Can anyone clarify?

"It should never have taken so long for the company to actually report those results and it should never have taken so long for the department to actually respond to what were concerning results, so there certainly needs to be some review of that."

My understanding is that the "results" of which it is apparently complained by DERM (correct?) are the same results that no one now disputes were erroneous.

So it seems to me that Anna Bligh/DERM are saying something to Cougar like, "OK, we can't get you on the results themselves (because they are meaningless) so we'll get you for failing to report them in time."

Sorry to be so dense, but Dex, FF, psi, CW, anyone - is this actually what the whole thing now comes down to?
