A conspiracy theorist might say that this cap raising will pull down the price and convince those who got in at the end of the last run at 50 or 60 cents that it's time to cut their losses (or get stop-losssed). They exit, their shares are gratefully snapped up and upon the announcement of a strategic partner and project financing in the next few months the price swiftly moves towards $1.
