This is my guess as I have been too much thinking about this share. :(
NS case relisted untill 20th June
I believe directors might have discussion with NS that they are running behind for offtake but will sort this out by mid of next month or so. This could be the reason why this matter relisted untill 20th June.
Bill bought some shares (I know it very small amount) to show share holders that he got his hands on it. He may be confident that he will sign offtake within time frame he thought or may already be talking to someone regarding this.
