By my calculations the $1m is due 21 working days after the initial signing of the agreement which was the end of May.
Bushboi is right, China Rail and Jiaming are in Australia at the moment.
Coincidence? Don't think so. The Framework agreement is ended if this payment is not made by the due date.
Expect announcement or back to the drawing board for JRV, as the initial agreement would be worthless.
